This is a simple rack my son and I built in a few hours. The cost of materials was under $50. It holds 6 singles, but we had to space the racks liberally so that the boats could overlap with boats on existing shelves.

I would use larger sized casters, and maybe three of them. The floor in that club was smooth, so it is not a problem, but may help in your case.
